So far we've tried VGA from the dock and direct from the laptop (dock disconnected when plugged in direct) and DP direct from the laptop (also with the dock disconnected), but all connections only show up as display device on vga. When initially plugged in with VGA, not 100% sure if it was through the dock or direct, it flashed on for a couple seconds and then vanished (according to the user). The laptop was set up with a completely fresh install of win8.1 enterprise, all updates installed, but for some reason, we can't get the 2nd monitor working. See if the monitor can be seen under Control Panel\All Control Panel Items\Display\Screen Resolution and if so set the extend desktop option, if not I would test the monitor and cable on another system.On all connections tried, Control Panel\All Control Panel Items\Display\Screen Resolution shows it as "Display device on VGA" and the resolution is locked to 1024x768. I would then shutdown, startup the notebook, and connect with Team Viewer. Some remote tools do impact the ability to change display settings.My starting point would be verifying the monitor is set to the correct input, not auto sensing. Adding two external monitors is where problems often occur.Using a remote tool like the free version of TeamViewer you should be able to connect to the notebook and go to Control Panel\All Control Panel Items\Display\Screen Resolution to adjust monitor settings.
